Special Situation Group Meeting on Poland
In terms of possible sanctions and/or punitive actions, Soviets
would be impressed most of all by a display of willingness by the
Administration to absorb the domestic political costs involved in
taking a firm line -- for example, a clear statement to farmers about
the possibility of a new grain embargo.
