SSG Briefing
Kampuchea
Military activity in Kampuchea, particularly along the border with
Thailand, is at its highest level since the Vietnamese invasion three years
ago.
--Hanoi appears determined to regain the military initiative
during the October-to-May dry season.
Singapore's proposal for a coalition government has been accepted in
principle by Son Sann and Sihanouk, but it probably will be rejected by the DK.
The DK will likely offer a counterproposal that:
--Maintains the DK governmental structure.
--Ensures control of their 40,000-man guerrilla force.
--Allows the DK to participate equally with non-Communist
factions in any new government-forming effort.
ASEAN remains firm in its search for a coalition formula, and it will
seriously consider DK counterproposals.
