SUBJECT : NSPG Meeting on Cuban Excludables
1. I lattended a subgroup meeting at noon today as a follow-up
to your meeting with Secretary Haig yesterday. He stated that the group worked
on the changes, which you had discussed at your meeting yesterday afternoon
with Secretary Haig. The paper is being redrafted for tomorrow afternoon's
meeting.
2. We still do not know whether the paper will be issued prior to the
meeting. As you know, Secretary Haig is very concerned about the sensitivity
of this subject. If he can be convinced that it is necessary for the principals
to receive copies beforehand, a copy of the paper will probably be delivered
"Eyes Only" to you. We will let you know as soon as we find out.
3. According to there is nothing else that we can give you that
you do not know already.
