SUBJECT: NSC Meeting -- June 1, 1981
The following decisions have been made by the President based
on discussion at the June 1, 1981, meeting of the National
Security Council:
-- Caribbean Basin Program: Funding for implementation
of the program (estimated by the State Department
at approximately $300-$400 million) is to be con-
sidered within the totals projected for fiscal
year 1983 and not as an add-on.
-- Conventional Arms Transfers:
o The draft National Security Decision Directive
on conventional arms transfer policy is
approved and will be issued over the President's
signature.
? The Administration agrees in principle to the
sale of up to 24 F-16A aircraft to Venezuela.
? Arms sales that raise significant policy issues
or budget questions, or that have major political
or media aspects, will be forwarded to the
President for review, either in a decision
memorandum or as an NSC agenda item.
? United States Government representatives shall
actively promote the,F-5G and F-16/79 as capable,
lower-cost, and more easily maintainable alterna-
tives to first-line fighter aircraft.

Libya: The proposed naval exercise in the Gulf
of Sidra is approved in principle for August,
when two carrier groups will be in the region.
Contingency plans in the event of a Libyan
response will be discussed at a forthcoming
meeting of the NSC.
