Approved For Release 2007/09/04: CIA-RDP84B00049R000701810023-5 SECRET July 10, 1981 NSC REVIEWED 8/2/07 NO OBJECTION TO DECLASSIFICATION AND RELEASE ACTION MEMORANDUM FOR THE VICE PRESIDENT THE SECRETARY OF STATE THE SECRETARY OF DEFENSE COUNSELLOR TO THE PRESIDENT THE DIRECTOR OF CENTRAL INTELLIGENCE CHIEF OF STAFF TO THE PRESIDENT CHAIRMAN, JOINT CHIEFS OF STAFF SUBJECT: NSC Meeting -- June 1, 1981 The following decisions have been made by the President based on discussion at the June 1, 1981, meeting of the National Security Council: -- Caribbean Basin Program: Funding for implementation of the program (estimated by the State Department at approximately $300-$400 million) is to be con- sidered within the totals projected for fiscal year 1983 and not as an add-on. -- Conventional Arms Transfers: o The draft National Security Decision Directive on conventional arms transfer policy is approved and will be issued over the President's signature. ? The Administration agrees in principle to the sale of up to 24 F-16A aircraft to Venezuela. ? Arms sales that raise significant policy issues or budget questions, or that have major political or media aspects, will be forwarded to the President for review, either in a decision memorandum or as an NSC agenda item. ? United States Government representatives shall actively promote the,F-5G and F-16/79 as capable, lower-cost, and more easily maintainable alterna- tives to first-line fighter aircraft.
