Beirut Withdrawal Plan: Checklist of Actions
1. Ambassador Habib informs Washington that_all parties have
accepted withdrawal plan
A. GOL formal request for US contribution to MNF received.
B. Secretary Shultz sends memo to President forwarding
aqreement (exchange of notes) and seeking Presidential
approval to authorize Ambassador Dillon to siqn on
behalf of US.
C. Preposition with posts, Presidential messages of appre-
ciation to French President Mitterrand and Italian
President Pertini.
P. Preposition with USUN, Presidential message to UN
Secretary General de Cuellar informing him of our
positive response to GOL request for US MNF contin-
gent.
E. Preposition with posts, circular message to allies,
Soviets, etc., informing them about aqreement.
2. President authorizes US agreement to exchange of notes
A. President, joined by Secretary Shultz and Secretary
Weinberqer, briefs Cabinet.
B. President, joined by Secretary Shultz and Secretary
Weinberqer, briefs Congressional leadership in Cabinet
Room.
C. Presidential messages delivered to French President
Mitterrand, Italian President Pertini, and UN Secretary
General de Cuellar.
D. Posts advise allies, Soviets, etc., of agreement.
E. President makes on-camera statement announcing agree-
ment.
F. Secretary Shultz holds on-the-record press conference.
A. Within 48 hours, President sends War Powers report
to Congress.
