ICRC formally assumes responsibility for chartering ships. - Negotiations completed on texts of notes to be exchanged between GOL and respective MNF contributors. Notes exchanged between GOL and respective MNF contributors to confirm MNF mandate. - President informed by Secretary Shultz. - Sec-Pres memo transmitting U.S.-GOL agreement (and departure schedule plan) and seeking authority to sign it. August 19/20 - President authorizes approval of U.S.- GOL agreement. - GOL informs UNSYG about formal agreements concerning PLO departure and MNF deployment. - U.S. informs UNSYG and briefs Secretariat. - Presidential message to French and Italian Chiefs of State expressing appreciation for their participation in MNF. - U.S. informs NATO allies, M.E. friends, Japan, Australian New Zealand, PRC, USSR.
