SUBJECT: Responding to FLOGGERs in Cuba
The President has formally approved the attached National Security
Decision Directive on responding to FLOGGERs in Cuba.
In the implementation of this directive, the Management Group
should ensure that military measures selected are sustainable
over the long term in order to avoid the political penalties
associated with rapid changes in readiness. In addition, the
group should place high priority on the legislation required to
implement the specific measures mandated in the directive.
