MEMORANDUM FOR: Deputy Director of Central Intelligence

SUBJECT Narcotics Testimony
1. Attached for your review is a draft statement on international
narcotics for your use with the SSCI next Wednesday. The text is based
on the inputs received from ICS, DDO, DDI, and OGC and follows the outline
in your SSCI book. Where appropriate, I borrowed language from Admiral
Inman's 22 April statement.
2. The draft is fairly complete--my only thought is that the first
section on "Trends and Developments" is a bit lean. I asked
OGI, to prepare some more detailed analysis on trafficking routes and
methods, in case you wish to say more. In addition, the draft is quite
lengthy. If you wish to provide a shorter version for the record, I will
be happy to condense it into about six pages.
