MEMORANDUM FOR: Director of Central Intelligence

SUBJECT: Technology Transfer Resources
1. After receiving. our.background paper on resources devoted to
counterintelligence, you- asked that we separate out the portion applied to
technology transfer. Since there is no budget line corresponding to
technology transfer, we drew upon the Technology Transfer Intelligence
Committee's (TTIC) August 1982 Survey of Resources and solicited updates from
the relevant components, the DDO and DDI. The Survey uses the DCID 1/2
definition of technology transfer, which covers the transfer of Western
technology to the Soviet Union, Eastern Europe, China, and other communist
countries through all. mechanisms, whether legal or illegal. It does not
include resources involved in technology transfer to traditional allies or
other kinds of technology analysis that might involve transfers.
2. A portion of the technology transfer resources is counted as. part of
the counterintelligence problem, but the bulk falls under collection and
analytical headings. The-- DDO, for instance, has technology transfer resources
allocated under USSR, Eastern Europe, China, and Global Resources targets as
well as Counterintelligence. The DDI does not have resources directly
targeted as Counterintelligence, but supports counterintelligence operations
through personnel assigned to the'TTIC, the Foreign Intelligence Capabilities
Group in CRES, OSWR analysis of Soviet satellite reconnaissance systems and
technology transfer, OIA and SOVA analysis of Soviet concealment, camouflage
and deception activities,. and OCR biographic assessments of Soviet Bloc
intelligence service personnel. The DDI restricts its definition of
counterintelligence support on technology transfer to those people working on
the illegal transfer' of technology from West to East. Under this definition,
the Technology Transfer Assessment Center of OSWR is not included in
technology transfer resources devoted to counterintelligence support.
3. Table 1 summarizes DDO and DDI resources related to technology
transfer and indicates which portions are targeted against
counterintelligence.
