pURPOSF
This study will examine wiry U.s. efforts to interdict the in-
creasin~ floc of drugs into the U,S. are having little success, and
what. the Congress anti the rest of the.U.S. Government can do about it.
Following would be the principal topics and questions to be examined
by the study. ~ ~ '?
Or'anization. t~ho is doing what with regard to our international
narcotics control policy? Is there a mechanism to ensure sufficient high .
level attention within the iti'hite House, the State Department and our
Embassies abroad? ~tIave responsibilities been handed out in a clear and
logical fashion to the zppropriate agency.or official, with suffi.ci.ent
? resources and know-ho=a to get the job done? .Are the agencies cooperatirb
'.fully and sharing all necessary information and resources with one another,
in particular with regard to .intelligence gathering?
? -Policy. Does the? United States have a clear and coherent foreign
policy Jtrategy on interntional narcotics control? What has.thc~ Reagan.
Administration enunciated on this subject thus far? Is the keystone of
our policy still crop erad~.cat~.on at flee source? To what extent if any
is it necessary to couple crop eradication wit~e income substi_.ttation
programs?? Should the funds for such prograz~~s be channeled throu;;h ?~`-ID
or some other enta.ty? t,'hat: factors impair U.S. -credibi.lity wi i:1i forei.I;n
governments concerning eradication such as the Percy Amend-aenL-, . failure
to eradicate domestically, etc? Are the complicated circumstances in
all source countriAs such that cast-effective eradication efforts are not
possible? kfiere is crop eradication feasible, ?if. a:.ytrhexe, and why? Does
our. policy give a different priority to heroin, cocaine, marijua:-a, licit
drugs, chemicals? Should the Congress give any n_ew policy directives to
the executive branch on narcotics matters?
