5. The key to U.S. military recovery is an increase in spending that
can be sustained at least through two Presidential terms and preferably
longer:
--The Soviet military buildup resulted not from a short, sharp
increase in spending but from sustained growth over two decades.
--The Soviets and our Allies would see a sustained effort as
evidence of our will to compete and to make the necessary
sacrifices.
--A long-term program would provide incentives for investment
in and improvement of defense-related industries and could
yield economies of scale.
--The new defense budget should be presented to the U.S. public
(and overseas) as being at a realistic rate of increase that
can and must be sustained for a number of years.
