I am forwarding to you the results and hope that this reaction list may be helpful to you. I would assume that you would seek a similar type of reaction from the Department of State. The first reactions are very positive. The staffers expressed concern about the timing of a number of the items and had several useful suggestions for new topics to cover. (S) New Subjects. A. Mexico. A long-range analysis of Mexico and projected future developments. PFIAB is looking into this subject and the President is interested. B. Several SNIEs/IIMs were suggested on subjects dealing with our allies: -- GLCM/P II Decision: Will the Europeans See It Through? -- Western European Policies/Intentions Toward the United States. C. Short-Term Prospects for Sino/Soviet Relations. D. Soviet Drive for Ports and Airfields in Africa. (Strategic need, psychological need, great power syndrome? Identify crucial targets the Soviets might be after and what they might commit to get them?) E. Future of the World Trading System: The GATT Ministerial. A GATT ministerial meets in November and this paper would need to be available by October 1982. F. Western Sahara: Prospect for Resolution. There are several proposals suggested for this subject, including: "A Neutral Lebanon: Possibilities and Prospects" and "Effects of Crises in Lebanon on US Arms Sales." H. Soviet Nuclear Weapons Design. -- Fresh approach needed to increase our knowledge of Soviet design, Soviet level of knowledge of their weapons capabilities. (S) Specific comment was directed to timing of the following research projects: A. IIM on Soviet Ballistic Defense. Required for fall ABM treaty review process. B. IIM on Caribbean Prospects for Stability. Speed up needed. C. IIM on Mexican Policies Toward Central America. Speed up needed. D. US Capabilities to Monitor Limitations on Strategic Offensive Forces (NIE 4/11-82). Must be completed as scheduled or usefulness will drop considerably. E. Soviet Approach to Arms Control. Must meet publication schedule or be sped up if possible. F. The Philippines Under Marcos. Visit is mid-September. Paper must be produced as soon as possible. G. Evolution of ASEAN. NSSD action begins in September and UN vote on Kampuchea due this fall. Request accelerated production schedule. H. Indonesia's Unclear Future. In light of Suharto visit in October, request this item be accelerated. I. Implications of Vietnam's Domination of Indochina. NSSD on SEA plus September UN vote on this issue argues for accelerated production schedule.
