Action Requested: That you sign a letter to Judge Clark asking for Administration approval of those recommendations in the Willard report that the White House deems acceptable. 2. Background: In response to NSDD-19, an interagency group of repre- sentatives from CIA, Defense, State, Treasury, Energy and Justice, chaired by Deputy Assistant Attorney General Richard Willard, did a very thorough evalua- tion of the leak problem and made a number of useful suggestions. These were embodied in what came to be known as the Willard report. It was sent by the Attorney General to the President on 31 March 1982: The NSC Staff sent the recommendations - expressed in a draft NSDD - to department and agency heads for comment. You endorsed them. In late July, you asked Judge Clark about the status of action on this NSDD. Judge Clark acknowledged the need for action and said he would advise you of the status. No response is known to date. The frustration level in the Community about leaks continues to rise. Knowledge of what support the White House will give to measures aimed at dealing with leaks is needed to support a coordinated Community approach. 3. Staff Position: Security Committee members unanimously support another request to Judge Clark for approval of as many as possible of the report's recommendations. 4. Recommendation: Sign the attached letter to nudge Clark.
