MEMORANDUM FOR THE szcRzTARY OF STATE
SUBJECT: Presidential Decision on Lebanon Plan
Now that consultations with President Gemayel and Foreign
Minister Shamir are complete, we must present the President,
for his decision by the end of next week, the proposed Xhter-
agency plan for withdrawal of all foreign.forces from Lebanon,
ideally within five weeks as earlier-proposed by State and
approved by the President.
The recommendations should include specific missions and-
objectives for the MNF and estimates as to its size, composition,
