SUBJECT: Background Item for Your Meeting With
Secretary Haig - Distribution of the Attached
Report
The attached report, which has not been disseminated, has
become a subject of discussion with the State Department at a
high level and has come to the attention of Secretary Haig.
Although we do not recommend that you raise the subject, since
25X1 we hope to resolve it at a lower level, you should be aware of
the background in the event the Secretary asks about it.
In preparing for dissemination on 29 September, EA Division
consulted with the State Department on the report. The Department
