Palestinian Reject under any State circumstances. Jerusalem Will remain undivided capital of Israel; East Jerusalem inhabitants have no role in West Bank autonomy arrangements. Transitional As outlined in Camp Period David, with limited autonomy for Palestinians; no UN or other international role. Jordanian As outlined in Camp Role David; Jordan has no claim to sovereignty in West Bank and Gaza. Ultimate At the end of 5-year Status transitional period, Israel will "assert its claim to sovereignty." Withdrawal Resolution 242 does from not require Occupied withdrawal from all Territories occupied territories and does not preclude Israeli claim to West Bank and Gaza. Arab-Israeli Arab states should Recognition negotiate directly with Israel on recognition and peace. PLO Role Reject under any circumstances. US Position Settlement freeze; no dismantling of existing settlements; should not be extraterritorial outposts; status determined through negotiations. Will not support formation of a Palestinian state. Must remain undivided; status should be decided through negotiations; inhabitants of East Jerusalem should participate in election of of West Bank self-governing authority. Full autonomy should give Palestinian inhabitants real authority over themselves, land, and resources, subject to fair safeguards on water. Jordan should participate in negotiations as outlined in Camp David accords; economic, commercial, social, and cultural ties between the West Bank, Gaza, and Jordan during transitional period. Prefer eventual association of West Bank and Gaza with Jordan; will not support annexation or permanent control by Israel. Resolution 242 applies to West Bank and Gaza; extent of withdrawal should be influenced by extent and nature of peace and security offered in return.
