MEMORANDUM FOR: Acting Director of Central Intelligence
FROM: Chief, Interdepartmental Affairs Staff, OPP
SUBJECT: DoD Budget and 85 Capabilities Study
1. I 'ust received a call fromi who is currentl5X1
acting for who said that he has learned that Mr. Carlucci 25X1
balked at pu ing budget numbers in the computer relative to the
85 Capabilities Study because he had not yet been briefed. Bill
asked whether this should be included as a breakfast item for
tomorrow. I mentioned that you prefer to handle such items apart
from the formal breakfast meetings. I encouraged him, however,
to send us ASAP a br note on the issue so that you can decide
how to handle it. 25X1
2. I will get the item to you as soon as we receive it this
