MEMORANDUM FOR THE RECORD
SUBJECT: DepSecDef Carlucci's Meetings in Bonn--20 February (U)
Based on a telcon with ISA escort officer, DepSecDef Carlucci's
meetings with FRG officials went extremely well. No surprise,
and Germans... including Apel, seem pleased.
Major highlights -
- Wartime Host Nation Support. Apel said he was confident
of a forthcoming FRG reply. The Federal Security Council would
meet on 25 February to work on details.
- ERW. Some "grumbling" about publicity. FRG had supported
in 1977 and would do so again.
- German Defense Attitude. Apel was delighted with Bundestag
vote on German Defense Program (unspecified) 276-0. United States
should not pay too much attention to rumors that TORNADO getting
him in trouble.
Reporting cables being sent to-Munich for Carlucci's approval
tomorrow. Carlucci briefed SecDef on-visit by telcon today.
