MEMORANDUM FOR: Director of Central Intelligence
Deputy Director of Central Intelligence.
FROM : Robert M. Gates
SUBJECT : Meeting with the Secretary of Defense, 18 May
1. Based on guidance from you, the DDCI, Secretary Weinberger, and Frank /
Carlucci, the following agenda has been agreed for your meeting at Defense
on Monday.
The Secretary has received your letter on Paul Nitze's project
with respect to Soviet perceptions of the ability of their
strategic forces to perform their mission. The Secretary and
Carlucci would be interested in hearing more about the project
and what role you intend it to play. A copy of the project
proposal prepared by Paul Nitze is at Tab A. (Gk #i e.-~sr i .cep,..! caPy)
The Secretary and Carlucci would be interested in your reviewing
the status of the Executive Order revision, including the impli-
cations of Dick Allen's memorandum and the memorandum from the
Attorney General urging that his role be included specifically
in NSDD-2.
They also would be interested in how you intend to use the SIG(I)
and IG(I) for approval of special collection projects and covert
actions.
They also will be interested in your views on the DOD HUMINT
organization. You received a memorandum from John Stein on his
briefing about this (Tab B), after which you indicated you would
like to receive the same briefing. This would be a good occasion
for you to ask Weinberger to arrange for General Stilwell and
General Tighe to come brief you on the program.
They would like to discuss the general subject of leaks and
disclosure.
