SUBJECT Meeting with the Secretary of Defense
1. I have talked wi in Secretary Weinberger's office 25X1
and he has proposed the fol ow~.ng items for discussion at your meeting
on Thursday:
-- a quick review by the two of you of Paul Nitze's project;
-- a review of EO 12036 including the implication of Richard
Allen's memorandum and the memorandum frcgn the Attorney
General urging that his role be included specifically in
NSDD No. 2;
-- that you review how you intend to use the 5IG(I) and
the IG(I) for approval of special collection projects and
covert action;
-- discussion of the Defense Department HIJNLZNT organization--
~ whether the DCI has signed off;
-- leaks and disclosure;
-~ suggested that you ask whether the Secretary would 25X1
mind making available to you with appropriate restrictions
copies of memoranda for the record of his meetings with
foreign visitors. notes that the Secretary meets with 25X1
a number of high leve people and that the views they express
in their meetings with the Secretary would be of particular
interest to the CIA.)
2. For our side, the following subjects seem appropriate:
-- early resolution of selection of a new Director-of the NRO;
-- DOD's failure to respond to your.-legislative proposal to amend

-- a briefing on your trip;
3. suggested that I attend the meeting with you since he will 25X1
be sitting in with Weinberger and Carlucci. He says it helps on follow-up.
