redraft of an earlier paper submitted to the DDCI and has been
revised to accommodate his comments. (Point paper and background paper)

DOD HUMINT: Frank Carlucci"s memo (when he was DDCI) to Harold
Brown on this subject is at Tab C. I believe you want to ask
him whether the DOD HUMINT proposal should be considered by a
special working group and respond to the considerations set forth
in his memorandum of 22 December.
E.O. 12036: While not an official agenda item, I am told that
both Weinberger and Carlucci would be very interested in knowing
the status of the Order.
