Defense would like to raise the following subjects at your meeting tomorrow morning: -- Falklands Crisis. This should be, per usual, a discussion of the current situation. I have asked the Falklands Working Group to provide you a set of talking points to be provided with your PDB material in the morning. That should provide you the latest infor- mation we have. In the interim, I have included the press release on the Falklands bomber landing at Rio de Janeiro. Hopefully, we will have more on this situation in the morning. -- HPSCI Hearing on the DOD HUMINT Program/ISA. We discussed this earlier today, and I mentioned that Carlucci had asked that you discuss ways to coordinate CIA/DoD testimony next Tuesday. I have included a set of talking points produced for but not used by the Director during this morning's breakfast meeting with selected HPSCI members as well as a copy of the breakfast item produced but not used at last Friday's DoD breakfast meeting. 2. Our SOVA people would be grateful if you would express appreciation to DoD for the successful joint project to produce the Land Armaments and Manpower Model (LAMM). SOVA is trying to promote this kind of joint activity an is hopeful that a good word from you will encourage future DoD participation. 3. President's Report on US and Soviet Forces. We have not yet received a response to your 24 May memo to McFarlane. and I a reed that we should 25X1 not bug McFarlane about this in view of the fact that ~was told on Tuesday 25X1 that Clark's office is working the problem. You may wish, nevertheless, to inform Weinberger and Carlucci that they will be receiving a memo on this subject but that we are uncertain whether Clark's office will support the joint DoD/CIA effort. As I mentioned to you in my note last night, it would seem reasonable to have the DCI and Secretary of Defense decide at least for the duration of this Administration how they are going to proceed on this project to prevent such haggling each time the PR is produced (a copy of last year's version is included should you wish to refresh Secretary Weinberger's memory). 4. Oil Vulnerabilities Studies. Mr. Carlucci may raise once again his concern regarding the threat posed by Iran to the Gulf. He may have received by now a recommendation by Fred We to procure for the US a strategic inventory of critical petroleum equipment to facilitate quick repairs to any Gulf facilities which might be damaged in a military engagement. The background for such a recommendation lies in the joint CIA/DoD effort to assess the vulnerabilities of Saudi petroleum facilities. CIA is conducting similar assessments of facilities in Kuwait, Iraq, Libya, and the United Arab Emirates.
