-- Congressional interest in Continuity of Government. Mr. Carlucci
would like to discuss with you efforts to coordinate on Congressional
Agenda for Breakfast Meeting with Secretary and
Deputy Secretary of Defense, 4 June 1982
1. The formal agenda for your breakfast meeting on Friday with Weinberger
interest in the Continuity of Government problem. According to
there has been an increase in Con ressional interest
which has been discussed by the Steering Group. will provide
some talking points on this issue.
-- Land Armaments and Manpower Model (LAMM). recom-
mends that you pass to Weinberger and Carlucci our appreciation for this
successful joint venture. The data base produced is apparently being
widely used by DoD. SOVA would like to promote more of this type of
joint effort.
-- Falklands Crisis. This is of continuing interest, of course, and,,,-
you will have the latest talking points with your PDB materials Friday
morning.
2. A couple of other issues might arise depending on what transpires
tomorrow:

-- Oil Field Vulnerabilities Studies. Fred Ikle may propose additional
procurement of critical petroleum equipment. This proposal would be based
in part on the joint CIA/DoD assessments of Persian Gulf oil vulnerabilities.
In light of the Gulf concern over Iran's future intentions Weinberger 7
and Carlucci may wish to discuss this issue with you. has 25X1
provided a background memorandum should such a discussion come up.
-- The President's Report. We have not yet received a formal written
response from Judge Clarks office to your recent memorandum on the
President's report, said that in response to his call /25X1
yesterday, it appears that Clark's office will produce a written response.
I believe it would be most useful if the DCI and Secretary of Defense
could decide at least for the duration of this Administration
