MEMORANDUM FOR: Deputy Assistant to the President for National
Security Affairs
SUBJECT . Status of the President's Report on U.S. and
Soviet Forces
1. The next edition of the Report, which will cover the nine-month
period ending 30 June, is now scheduled to be available for President
Reagan in mid-July. The Report, which has three geographic sections,
as well as those on theater and strategic forces, originated in 1969
when the President asked the DCI for a review of selected Soviet forces,
highlighting recent trends, developments, and future changes. The
Report was enlarged to include U.S. forces in 1979 at the request of
the President's National Security Adviser.
2. I understand that the Under Secretary of Defense for Policy,
Fred Ikle, has requested that the NSC Staff review the Report to determine
if it continues to be a useful document. At present, the DoD believes
the requirement for the Report is no longer in effect. Although the
Soviet sections are well under way, DoD will only be able to prepare its
sections to cover the current reporting period and meet the production
schedule if they receive instructions soon. If the NSC Staff would
like the Report to cuntinue as a timely, joint effort presenting both
U.S. and Soviet forces, you must reiterate the requirement in writing
and direct both the Director of Central Intelligence and the Secretary
of Defense to proceed as in the past in the preparation of this Report.
