Approved For Release 2007/07/06: CIA-RDP84B00049R001604030029-2 Approved For Release 2007/07/06: CIA-RDP84B00049ROO1604030029-2 16 September 1982 SUBJECT: Talking Points for DCI/SecDef Breakfast -- Third Star for Director, Intelligence Community Staff -- On 14 September the Senate Armed Services Committee reported out the Military Pay Bill, with a unanimously accepted amendment directing DoD to allocate one billet, out of the 1100 flag and general officer positions authorized, to the Director, Intelligence Community Staff. -- The amendment, offered by Senator Nunn, was a Committee-prepared compromise to ensure that RAD1 Ed Burkhalter can assume the D/ICS position as a Vice Admiral. -- You had requested (by 8 September letter) that legislation exempt the positions of Director and Deputy Director/ICS from DoD ceilings. -- The Committee indicated that the Military Pay Bill was an inappropriate vehicle to seek this full permanent exemption, but noted the merit of the request and directed it be considered early in the next session, along with comprehensive flag rank legislation. -- CIA and ICS lobbied hard for full exemption, but it became obvious that the compromise was the only way to get the third star now. This was virtually confirmed in a letter from Senator Goldwater to Senator Tower, dated 14 September, which urged the compromise. -- CIA should work hard for the full exemption in the 98th Congress.
