SUBJECT: Cuba Policy Review (S)
The President has formally approved the scheduling of an NSPG
meeting to review our current policy toward Cuba and to discuss
the status of measures decided upon in NSDDs 17, 21, 37, 37(a),
and 59, which directly affect Cuba and, its ability to undermine
U.S. interests and the interests of our friends and allies. (S)
The President believes that while. measures taken against the
Castro regime have raised the cost to that regime, our policy
has not as yet significantly deterred Havana. Therefore, the
President. wishes the policy review to-have as its basic objective
a significant reduction cf Cuban activity hostile to American
and allied interests around the.world. (S)
The specific terms of reference for this meeting include the
following:
o A review of all NSDD action items contained in NSDDs 17, 21,
37, 37(a), and 59, and preparation of a detailed status
report on each item. (S)
o A review of the effectiveness of each action item in the
belief that some need to be altered, perhaps eliminated,
or complemented by other actions. (S)
o An assessment of overall costs to the Castro regime
and determination of deterrent value, if any. (S)
o Exploration of additional measures that would directly
and greatly increase the cost of Cuban adventurism around
the world. (S) .

o A review of the basic objectives of our policy and its
organization and management along with the consideration
of alternate strategies. (S)
Each department and agency will prepare status reports on
actions appropriate to each department and agency contained
in NSDDs 17, 21, 37, 37(a), and 59. The Department of State
will take the lead in integrating all action item assessments. (S)
o The Department of State will deal with action item 1 in
NSDD 1; political and economic action items 1, 2, 4, 5,
6, 7, 8, and 9 in NSDD 21; action items 3, 4, and 6 in
NSDD 37. (S)
o The Department of the Treasury will deal with action
item 7 in NSDD 17 and political and economic action item 3
in NSDD 21. (S)
o The Department of Defense will consider action items 10 and
11 in NSDD 17; military and intelligence action items 2, 3,
4, and 5 in NSDD 21; action item 4 in NSDD 37; and action
item 1 in NSDD 37(a). (S)
Particular emphasis should be placed on the development of other
action items that will raise the cost to the Castro government. (S)
In addition, the Central Intelligence Agency will prepare an
intelligence community update on all Cuban activities inimical
to U.S. interests, and other possible actions the Castro government
may take in the next year. (S) .
All prepared materials will be completed and forwarded to the
Deputy Secretary of State by November 10,.1982. The Deputy
Secretary of State will convene an Interagency Group to review
the materials and forward them together with any supplementary
recommendations to the President for consideration at an
NSPG no later than November 15, 1982. (S)
