MEMORANDUM FOR: Director of Central Intelligence
FROM: SA/DCI/IA
SUBJECT: Meeting with Secretary Weinberger
22 October 1982
1. The following items have been proposed for your
agenda:
Lebanon. First you may wish to brief Weinberger
Net Assessment. You may wish to inform Secretary
Weinberger of the results of F- 7 25X1
discussions with Andy Marshall regarding the ABM
net assessment. (FYI - summary volume of the ABM NIE was
disseminated today). Accordingly you may wish to
engage Weinberger in a discussion of his forthcoming
recommendations on MX basing. I have included the
Getler article from today's Post, as well as the
recent article in Aviation Week, which discusses
the options and the analyses of Soviet reaction. As
you probably already know, the WSSIC and OSWR have
provided support to the Air Force and have briefed
various defense officers and the Townes panel on our
estimate of Soviet capabilities to counter the Dense
Pack Scheme. Included also herein is a summary of the
intelligence that has been provided.

Soviet Military Threats Briefing. You probably
will want to brief Weinberger on the points you
made to the President yesterday when you presented
his copy of the President's Report on US and Soviet
military forces. The copies for Weinberger and
Carlucci were sent over early this morning so he
should be in receipt of the final product. You may
wish to mention also to Weinberger that you will
receive a briefing from the NRO next week on the
survivability of US satellites.
IPC Third World Seminar. You may wish to brief
Weinberger also on your presentation this morning
to the IPC Third World seminar and in case he has
not seen it, you may wish to show him a copy of the
OGI (fold-out) on Soviet presence in the Third World.
Radio Marti. You may wish to bring to Weinberger's
attention the two recent reports on Cuban plans to
counter Radio Marti with their Radio Lincoln. You
may also wish to pass on to him what you learned
today I iregarding the status of the 25X1
insurgency in El Salvador. Hopefully that infor-
mation will appear in tomorrow morning's publications.
A copy of the South Com assessment is also included
for your reference.
2. Please let me know if there is anything else you wish to
have for this-meeting.
