MEMORANDUM FOR: Director of Central Intelligence

SUBJECT Meeting with Secretary Weinberger,
19 November 1982
1. The following items are on your agenda for tomorrow
morning's meeting:
-- DCI Trip to Europe/NATO. Since you-last met with
Weinberger and Carlucci, you completed the trip
to Europe and Weinberger completed a trip to the
Far East. As you recall, he gave a comprehensive
rundown on that trip at last week's meeting.
I am sure you will want to brief him on the
results of your consultations
In addition,
you may wish to call to Weinberger's attention
the recently published DDI paper on Peace Groups
in INF Basing Countries. I note that you sent a
copy to Clark and the President. Weinberger's
office will have received one, but he may not have
focussed on it yet.
FY-84 Budget. I understand that Carlucci attended
last Monday's SIG(I) meeting so there may be
no purpose in discussing the FY-84 NFIP any further.
Meanwhile, however, Defense will raise the issue
of funding for the Satellite Survivability Program.

-- NSC Meeting. Even though you will have
engaged in an extensive discussion at today's
NSC meeting, you may wish to share some follow-
on thoughts. You will recall that in response
to Weinberger's request last Friday, we provided

him yesterday a copy of the Talking Points
drafted by and the technical
OSWR analysis assessing when and how the Soviets
could react. Weinberger may wish to comment
on that material. In addition, he provided you
a copy of the Townes Panel Report and Dr. Townes'
follow-up letter to him and yesterday's briefing.
-- SSCI Hearing. You may wish to discuss your
views on to approach the SSCI Hearing
scheduled for 1 December. You have been
invited to testify, along with General Williams,
General Marks, and General Griffith. You will
recall that last week Weinberger's second question
was how should we represent our case to the
Congress.
-- Visit of Egyptian Minister of Defense. If you
have not succeeded, you may wish to respond
personally to Weinberger's 15 November memo r
recommending that you, along with Shultz and
Clark, meet with Field Marshal Ghazala next
Tuesday morning, 23 November.
2. Please let me know if there is anything else you would
like to have for this meeting.
NOTE: I had originally suggested to Defense that you discuss
the new Soviet leadership and status of the US-Greek base
negotiations. It was Defense's preference (perhaps Carlucci)
that these not be discussed because they will have gone into the
Soviet subject in depth with Shultz this morning and you with Shultz
tomorrow, and there is nothing to report on the base negotiations--
all seems to be on track.
