I am forwarding the memorandum prepared b of STAP on his discussions with Government personnel concerning a AFE project. I concur with his conclusions, options, and recommendations, based on my own i ent assessments, having discussed the matter with officials at CIA, and DIA. 2. While STAP through the accompanying memorandum presents two options, it is our firm belief that the SAFE contract should be terminated at once. In coming to this conclusion, we recognize the downside dangers of prejudicing further work on systems that are urgently needed by the analyst. Attempting to save a flawed system by spending two million dollars a month is not a wise investment. Much has been learned from the SAFE experience, but a system whose architecture is based on early 1970's technology is not what will be needed in the late 1980's. A new start, incorporating the lessons learned from SAFE, involving intimate interactions between analysts and the systems architect office based on a contractural arrangement which requires on-site participation by all parties, and which is monitored on a continuing basis by outside experts, is a much sounder investment. 3. In reaching this conclusion, we recognized, as is stated in the memorandum, that considerations other than those of a technical or managerial nature may make termination politically impossible.
