MEMORANDUM FOR: Director of Central Intelligence

SUBJECT: Status of Implementing Changes in STAP Procedures
1. I understand that you will be meeting with
Chairman of the Science and Technology Advisory Pane , on Wednesday.
Before you speak with him you may want to review the,progress,we have made
toward implementingth.e procedural changes that you outlined for the STAP
at its quarterly meeting a month ago.
-- Selection of a permanent Executive Secretary should be
completed within a week. Bob Gates and Les Dirks have
been asked to have their recommendations to me by tomorrow.
Once I have received the names of all the nominees, I will
discuss them with Bob and Les. Unless you or Bobby
.want to be consul e e ore a decision is made,.I would.
expect to notify my choice by early next week.
-- Memoranda outlining the studies that STAP has currently
under way are being drafted. Normally such a memorandum
would be prepared before work is actually begun.. But, in
order to provide as much direction as possible to those
studies that are already under way, we have asked the STAP
staff to provide their suggestions on what should be included.
.I would expect the first of these to be ready for your signature
by the end of the week.
One meeting has already taken place between the current STAP
Secretary and the Director of NSA'.s Advisory Board. Once a
permanent Secretary is named, I expect coordination with this
group and others in DIA-and DoD will be expanded.

2. I is likely to request that you reconsider the recommendation...
to hold semi-annual rather 'than quarterly general STAP meetings. We
recommended holding two rather than four because most of the productive
work is accomplished by sub-panels or working groups that meet between the
general meetings. We have a limited amount.of money-to devote to STAP'and
would prefer that it be used to further the sub-panel activities that are
under way and that may be called for. Reducing the number of general meetings
will also allow more time for busy' STAP members to devote to 'the more
productive sub-panel studies. Should Gordon make a strong case for more
frequent general meetings, you might consider acceding to three per year.
3. It would be helpful if you would let me know whether you and
Gordon.agree to any-amplifications or changes in these recommendations
following your.meeting with him.
