SUBJECT: Status of NIE 11-12-83, For Use in Discussions with STAP
1. NIE 11-12-83 is the Estimate on Soviet Military Technology and R&D.
It w.as originally scheduled to go to?NFIB in September 1982. Because of the
late receipt and inconsistent quality of many of the inputs for the Estimate,
it became clear that that date could not be achieved. Problems included:
--Drafts that were very weak on linkage between various sections of
the Estimate. For example, there was inadequate relationship in
the drafts between today's Soviet technology and their 1990s
weapon system options.
--An insufficient sense of responsibility in the various
participating agencies for the quality and timeliness of their
submissions, reviews, and rewrites.
--Breakdowns in the dissemination of drafts and correspondence.
This Estimate depends heavily upon inputs and review from service
S&T intelligence centers (e.g., Air Force Foreign Technology
Division in Ohio) that have difficulties receiving timely
dissemination from either CIA or the Pentagon.
2. In order to proceed with the Estimate, I implemented in November a
new production plan and schedule.
--Drafting committees, working under the NIO/SP are improving all
current drafts.
--We have implemented informal measures to speed up the
dissemination of inputs, etc.
--We have extended the deadline of the Estimate to May 1983.

3. The new plan is apparently working smoothly. Section drafts are due
from the drafting committees by mid-January. The various participating
agencies are being most cooperative. I am confident that the new drafts will
show a marked improvement over their predecessors, and I have insisted that
the new schedule will be adhered to.
