Material for Breakfast Meeting with FBI Director Webster, 6 June 1982 1. I understand that the main subject of your meeting Tuesday morning will be the CI study coming up for NFIC and SIG(I) approval next week. 2. You (DDCI) requested that I canvass Agency components to see if there were any other issues worth discussing at the breakfast meeting.' The following two items were proposed and are included. -- Status of CIA procedures under Executive Order 12333 governing activities within the United States. Stan Sporkin's people report that we have finally resolved the last issue between us and the FBI on these procedures. At one point the Bureau tried to obtain a requirement for prior notification After some negotiation, new 25X1 anguage has been agreed by both parties which provides for prior notification when possible and includes no requirement for the FBI coordination or approval. Our people have been told that Judge Webster will sign the letter forwarding this agreement. to you today. This is the last step before obtaining the Attorney General's approval for these procedures to be set into force. -- SSCI hearing on international narcotics. Senator Goldwater's letter .to you dated 21 June indicated that Director Webster will also be testifying on 14 July. The DDO thought it would be appropriate to inform. you that on 24 June Director Webster, along with DEA Administrator Mullen, was briefed on the Agency's activities against the narcotics threat.
