Briefing Notes for DDCI
(As of 1500 EDT, 3 September 1982)
The Lebanese government's efforts to establish control over West
Beirut is proceeding slowly but smoothly. The predominantly
Muslim Internal Security Forces has assumed some positions on the
Green Line. There are also initial'pians for the Army to reenter
its abandoned barracks and to guard government buildings in West
Beirut. The Army will also take over some checkpoints on the
Green Line. The USDAO Beirut reports that the Army plan to
reoccupy the Henri Shihab barracks north of the airport tomorrow,
and that the Israelis have agree o turn over Hay as Sullum and
Burj al-Barajinah tomorrow as well.
Earlier this morning the US Embassy in Beirut received several
reports of Israeli advances in southern suburbs, causing concern
among Lebanese officials that such movements would disrupt effor
to secure the Beirut area. Israeli Defense Minister Sharon
confirmed that the IDF had moved forward in the Kuwait Embassy
circle area, but noted they did so only for the purpose of

positions upon completion of the mine-clearing operation,

A French Lieutenant Colonel of the tNIFIL French Battalion was
killed about 1330 local time today in the ILMAC building near th
Henri Shihab barracks, according to LAF, UN and French MNF
sources.

result of a stray bullet fired when the Palestinians
became excited over the Israeli activities in the area

The Lebanese Embassy in Tunis informed the Arab League
Secretariat today that Lebanon will attend the Summit next
Monday. The dele ation will be led by Minister of State Joseph
Abu Khatir. 25X1
Israeli newspapers and radio stated today that Bashir Jumayyil
met with Prime Minister Begin on Wednesday night (1 Sept) at the
northern Israeli resort of Nahariya. They reportedly discussed
the future of Israeli - Lebanese relations, including a possible
peace agreement.
-- We have no confirmation of such a meeting and Bashir's
nffi,-a -1 in Beirut has categorically denied the reports.
