and Bowie on the recent Special Report to the President on International
Trends which was praised by NSC Staffer Bob Gates in a 5 June letter to Mr.
Carlucci. The Director added that this product reflects how well the NIOs

Hetu reported that a National Press Club Panel session will be held
today; the session will focus on ways to gain information from CIA and NSA.
Bowie noted Attorney General Bell's upcoming trip to the USSR, and
that we have provided him with much biographic and other background informa-

provide arms, we should be keeping Dr. Brzezinski advised. (Action: NFAC)
Hitz reported that General McAuliffe, Commander of the U.S. Southern
Command, is continuing his testimony before the House Merchant Marine and
Fisheries Committee. Hitz expects that McAuliffe will speak to CIA informa-
tion that supports his own views. Hitz noted that, as the hearing nears
its deadline, Committee forces opposing the Panama Canal Treaty do not seem
successful. Relatedly, the Director called attention to Dr. Brzezinski's
appearance yesterday on ABC's "Issues and Answers" where Dr. Brzezinski
commented that Panama is not providing arms to Sandinista forces. The
Director noted to Bowie that, despite President Royo's promise not to

The Director asked Hitz what had happened to Jamie Whitten's request
for an analysis of aid to foreign countries vis-a-vis the behavior of those
countries toward the U.S. Hitz said that the issue is "dead." 0 25X1
Silver reported on negative reactions from State re the working group's
draft paper on sensitive collection. This prompted a brief discussion in
which McMahon explained his resistance to providing certain information to
State; he noted, for example, that State desk-level analysts had misused
information which deals with collection
Silver reported on a letter just received from Deputy Attorney General
Civiletti requesting information regarding the Los Alamos Scientific
Library--erroneous declassification marking. Civiletti has asked for
information on foreign representatives or agents who might have had access
to the documents which disclosed the design concepts of thermonuclear
weapons. Silver noted that the Attorney General might bring this up with
the Director when they meet at a luncheon tomorrow for Justices of the
Special Surveillance Court.
Silver reported that papers on charter legislation have been sent for
review by SCC principals, noting that the working group's draft is agreeable
to all members except DoJ. He said also that, according to an NSC source,
the President plans to review the draft--statutory language and issues--during
his return flight from Vienna. Astonishment was expressed that the President
would be interested in such details, especially during his return from Vienna.
Lastly, Silver reported that some SSCI members met with Secretary Vance on
Thursday to gain Vance's views on the importance of covert-action to. national

Bowie reported that U.S. oil company representatives are so concerned
with the situation in Saudi Arabia that they are meeting with Secretary 25X1
Vance this morning. said in this regard there is an
article on the Saudi situation in t e current issue of Business Week.

The Director asked about press reports (attached) of a 10 June launch
of a spy satellite from Cape Canaveral. The re ort is in error; no intelli-
gence satellite was launched at the time.) 25X1
said he forwarded to the Director a draft letter in which the 25X1
Director would propose to Attorney General Bell that DEA and RMS work up a
Letter of Understanding whereby DEA would agree to exchange program data with
the NFIP. (Bell will not agree to DEA being a resource element of the
NFIP.) The Director said he had not seen the draft; Silver said he had it

Mr. Carlucci asked Silver to send a note to the Director today on
items the Director might take up with the Attorney General at the Justices
luncheon tomorrow--especially the situation regarding DoJ's slowness in
approving procedures for implementing E.O. 12036.
The Director commented on items of importance for this week; the
Summit leads in importance. Relatedly, he said that Bowie's people have
prepared a good briefing for the President on the Soviet agriculture
situation and that he will urge the President to try and get a usable
statement from Brezhnev on the SALT telemetry issue. The Director said he
is finishing up his draft testimony on SALT and will soon distribute to

Lastly, regarding the series of briefings to be provided General Rogers
beginning 18 June, the Director said he is anxious to see what Bowie and
especially McMahon have prepared. He is particularly interested regarding
Blue-Border material and wants the briefing to be such that General Rogers
will stay interested and use intelligence we will provide him in his new 25X1
