Extracts from the Staff Meeting Minutes of 19 September 1979:
Silver said he received a call yesterday from Michael Blouin, Director,
Information Security Oversight Office. Blouin said he disapproves of Agency
regulations under E.O. 12065 (classifications) and that he has released to
the ACLU copies-of correspondence between ISOO and CIA on the "balancing
test"--balance between security safeguards and the public's right to know.
Silver said nasty problems are rising out of Blouin's role, e.g., a case
being argued today--Marks vs. CIA--could be jeopardized. Silver said he
will engage in no further written correspondence with Blouin, that Blouin
is impeding our legitimate process. Mr. Carlucci expressed his alarm and
asked Silver and Wortman to work out a way of dealing effectively with
Blouin without ignoring.,Blouin's executive order responsibilities. (Action:

Mr. Carlucci said, in his meeting yesterday with the DCI MAG, they
reported misunderstandings about the Special Collection Service resulting
in what appears to be significant differences between NSA and CIA personnel
involved. He asked Dirks to attempt to clear up this confusion or misunder-
