MEMORANDUM FOR THE RECORD
Staff Meeting Minutes of 21 December 1979
The Director was at his EOB office; Mr. Carlucci chaired the meeting.
Lehman expressed growing concern re Iranian volunteers going to
Lebanon. He said Iranian volunteers are now in Syria and noted Syria's
interest in exploiting the Iraq/Iran situation in favor of the Iranians.
McMahon said 15 volunteers are reported to be in southern Lebanon already.
Lehman described problems to the U.S. posed by Iranian volunteers in
Lebanon and said a paper is in progress on this in response to Mr. Carlucci's

McMahon reported briefly on the following:

--Receipt of a laudatory letter from an applicant (U.S. Army Captain)

The applicant has withdrawn his interest in joining the gency
because, after serious thought, he's decided CIA has become a political
football and that the political bureaucracy is destroying intelligence
safeguards. He said this would pose too much dan er to him and his
family as a CIA employee at home or abroad. 25X1

Lipton reported the President's budGet decision for 1981 results in a

Hitz reported a letter has been received from Senator Jackson outlining
hearings to be held in mid-January by the Energy and Natural Resources
Committee on the geopolitics of energy. Hitz reported also Bill Miller has
reflected SSCI lament on the 1981 intelligence budget figure; the Committee
Hitz said legislative initiatives re graymail, Agee, and death gratuities
will begin again early in the year and that we should be prepared to fully
supDort the Hill's effort.
Hitz reported David Aaron and Senators Bayh, Huddleston, and Matthias
have agreed to a get-together in January re Charters Legislation. Silver
said he will be getting with Bill Miller on this before the get-together.
In response to Mr. Carlucci's query, Silver reported on his work re
FOIA legislation. Mr. Carlucci suggested that when ready this should
probably be taken to the President. Silver noted, however, he is not
optimistic that the President will lend much support because of his push
for openness in government. Hitz said he does not agree. Mr. Carlucci
advised that Silver prepare the legal work and that Hitz shape the message.

Wortman said will be giving up his post as Chairman of 25X1
the CIA Fine Arts Commission and solicited nominations from members.
Wortman discussed briefly with Mr. Carlucci the postmortem underway re
the Mr. Carlucci offered to phone 25X1
Ben Read, Under Secretary of State for management, if Wortman judged this
would help. Wortman said he would get back to Mr. Carlucci on this.
