General Poniman
(U) POSITION: Chief of Staff, Indonesian
Army since 17 April 1980.
(C/NOFORN) SIGNIFICANCE: General Poniman is
an experienced career military officer who has
held a series of important military commands.
A member of the retiring leadership generation
who fought in his country's revolution,
Gen Poniman's past positions have included
Commander of the sensitive Jakarta Military (U)
September 1980
Forces, Commander of the Sumatran Region, arid until recently, Vice Chief
of Staff of the Army. As the newly appointed Army Chief
f S
o
taff, he
occupies the top army post and the third highest ranking position in the-
Indonesian Armed Forces (after the Armed Forces Commander and his deputy).
Considered quiet and unassuming, General Poniman's rise to prominence is
in part explained by his close past association with President Suharto
and his friendly acquaintance with Defense Minister and Armed Forces
Commander General Jusuf. Over the past two years, Poniman had been a
frequent traveling companion with Jusuf in his numerous inspection tours
throughout the provinces, and he was considered Jusuf's first choice for
army chief. In contrast to his predecessor General Widodo, Poniman is
expected to be compliant and highly responsive to Jusuf who has taken an
active and direct role in army affairs.. General Poniman is scheduled for
retirement in 1981, but because of the national leadership's desire for
continuity during the uncertain upcoming election yrs (1982-83), he may
be extended for a limited period beyond that date.
(C/NOFORN) POLITICS: General Poniman has been very friendly towards
American representatives, and apparently has a pro-West outlook. During
the Vietnam War, he expressed his concern over the Vietnamese threat to
Southeast Asia and supported the then US military involvement. Like all
top senior Indonesian officers, he can be considered anti-Communist.
During his earlier career, he also was obsessed with the Chinese in
Singapore. Poniman reportedly has been a close friend of President Suharto
as well as a number of senior military generals. His pleasant personality
has apparently been a major asset in his advancement and he has no known
enemies. In the past, Poniman has been active in supporting the government
in local politics. He also was a member of the country's People's
consultative Congress but it is not known if he still retains this position.
