Chancellor of the Duchy of Lancaster The Cha cellor of the Duchy of Lancaster (Barons Young) is responsible to the Queen for the genera a ' 'stration of the Duchy and is supported by the Duchy of Lancaster Office. Civil Service Department The Chancellor of the Duchy of Lancaster (Baroness Young) as Leader of the House of Lords, is responsible to the Prime Minister for the arrangement of Government business in the House and has a responsibility to the House itself to advise it on procedural matters and other difficulities as they arise. On behalf of the Minister for the Civil Service (the Prime Minister) the Chancellor is in charge of the Civil Service Department. He acts as the Secretary of State's deputy across the whole range of the Department's activities and therefore participates in making policy and in meetings on subjects outside his special responsibility.
