Raoul SCHOUMAKER (Phonetic: SHOOmahker) Ambassador to the United States (since October 1979) Addressed as: Mr. Ambassador A diplomat for more than 30 years, Raoul. Schoumaker has spent much of his career serving in Asia. He first became familiar with that area during assignments in Bangkok (1950-52, 1954- 56) and Hong Kong (1952- 54). More recently, he has held ambassadorial as- signments in Saigon (1965-68) and Beijing (1976- ` 77). During his tour in China he was concurrently accredited to Cambodia. The Ambassador also knows the United States; he was first secretary in Wash- ington during 1956-59. Schoumaker was born into a farm family in the tiny hamlet of Ardennes. 'He has degrees in commer- cial and financial sciences. He joined the foreign service.in 1945. In addition to his tours- 'in.Asia and the United States, he has served at The Hague (Minister, 1968-72) and has had several assignments in Brussels, both at the Foreign Ministry and with the Permanent Delegation to the EC. Just before he was named to the Washington post, he had been direc- tor general of political affairs~.at the Foreign min- istry for. two years. Married to the former Cecile Alexandre, Schou- maker has two grown children, one of whom was an assistant professor of economics at the University of Illinois as of 1980. With the excep- tion of a tour as Ambassador to Norway during 1973-76, he .had spent his entire previous foreign service career with Dutch missions to various international organizations. He was Deputy Permanent Representative to the European Communities during 1969- 73 and Permanent Representative from 1976 until 1980. . Lubbers joined the. Netherlands Economic Institute' in 1941, after earning a doctorate in economics from the University of Rotterdam. From 1949 until 1962 he.' .was stationed in Paris with the missions to the Orga- nization for.Economic Cooperation and Development and NATO. During 1962-69 he was assigned to the Permanent .Mission to the United'Nations in New York, first as counselor and later as Minister. While there he con- centrated on economic and social issues. He was Consul General in New York during 1957-59 and first secretary in Washington during 1959-68. Most of Petrignani's other diplomatic assignments have been with international organizations. Most recently, he served as head of Italy's Permanent Mission to the UN European Office in Geneva during 1976-78 and as Deputy.Secretary General of NATO from 1978 until mid-1981. ITALY A native of Rome, Petrignani received a law degree from the University of Rome in 1948 and entered the foreign service in 1949. He served initially on the staff of the Under Secretary of State for Foreign Affairs (1949-50) and at the UN European Office in Geneva (1951-52). In 1953, after a brief assignment as vice consul in Mulhouse, France, Petrignani joined the Italian Mission at the Council of Europe in Strasbourg, where he remained until he was transferred to New York. Petrignani was promoted to the permanent rank of ambassador in June 1980. Petrignani, 54, is married to Anne Merete, a Danish national whom he met in Washington during the 1960s. She has two children from a previous marriage, and he has a son (who is a US citizen) from a previous marriage. The Ambassador and his wife both speak English well; he also speaks fluent French. Mr. Ambassador ARGENTINA del Solar is a member of the Radical Civic Union, a moderately liberal party. Garcia del Solar has a degree in diplomatic studies from the Institute of International Research and Studies in Paris. He joined the Argentine Foreign Service in 1945. He subsequently served as chief of cabinet in the Foreign Ministry and then as Deputy Permanent Representative to the United Nations during 1962-65. He was Ambassador to the Soviet Union during-1965-66. In 1966 he resigned briefly from the Foreign Ministry to protest the military overthrow of elected President Arturo Illia. Garcia del Solar has been a delegate to several UN General Assembly sessions and has served on various UN bodies, including the Economic and Social Council and the Joint Inspection Unit. From 1973 until August 1982 he was a delegate to the Advisory Committee'on Administrative and Budgetary Questions. A career diplomat, Lucio Garcia del Solar has considerable experience in international affairs . gained through many years at the United Nations. He has long been interested in the Falkland Islands issue, and during the recent conflict with Great Britain, he publicly advocated a tough stance; after Argentina's defeat he recommended in the daily La Nacibn that Argentina mount an international diplomatic and propaganda offensive that would force Great Britain to enter negotiations. Garcia . Garcia del Solar, 60, enjoys skiing, tennis, and snorkeling. He speaks English and French. Married and divorced twice, he has four children.
