MESSAGE
As we have discussed previously, Jean Evans, a professional staff member at the SSCI, is
keenly interested at present in the field of Soviet "deception". By this, Evans means more
sophisticated "black operations" against U.S. interests than the occasional forged documents
(such as the well-known ~~ letters), specifically, Soviet attempts to undermine U.S. rE25X1ons
with the European allies and to weaken the NATO structure. Evans (and, apparently, a fair number
of SSCI staffers and members) feels that sophisticated Soviet campaigns of."deception"-:i~91~_be
stepped up, particularly now that KGB alumnus Andropov is numero uno, and the SSCI would like
to know what we might be doing about this, from a CI standpoint. As a related topic, Evans would
also o determine whether the Soviets fed us false
