House of Representatives Washington, D.C. 20515 Dear Mr. Carson: CGC 82-00245 11 January 1982 This letter is with respect to the inquiry of the House Subcommittee on Africa into the alleged violations of the Arms Export Control Act, 22 U.S.C. S 401, by Space Research Corporation (SRC) of Vermont. As you are aware, the Department of Justice believes that SRC and certain of its officers and employees exported a substantial quantity of 155mm artillery shells, related equipment and technical data 'from the U.S. to Canada and then to the Republic-of South Africa during the period 1976-78. The Department of Justice 'conducted a thorough investigation into all aspects of this case including allegations of CIA participation in and/or advance knowledge of -the export. A thorough h-records review and interviews with appropriate CIA employees demonstrated the total lack of any Agency participation and/or advance knowledge. . . * ' - - . Pursuant to continuing requests from your staff members, X directed one of my senior attorneys to again review this matter. His independent study confirms that this Agency did not directly or indirectly give, sell or otherwise transfer to the Republic of South Africa any such equipment, did not encourage or facilitate others to do so, and did not have any advance knowledge of any such matters.
