This letter is in res~~onse to your request for comments
on the proposed ms of R?~ference of the NSCIC Working~Group.
Paragraph 1 and paragraph 3 in outlining the responsi-
bilities of the NSCIC and :its Working Group focus exclusively
on-the mission of these tw~~ bodies to give direction on
national substantive intelligence needs and to provide a con-
tinuing evaluation as to just how well the consumers' needs
are satisfied. Certainly these are important functions but
there is at least one other major responsibility which has
been overlooked, The Rockefeller Commission Report, the
Murphy Commission and the ~5enate Select. Committee have all
indicated a great interest in the intelligence organization
and in the systems and arrangements involved in meeting con-
sumer needs. In fact, as ;you know, this has been the central
focus of both NSCIC and our Working Group. I would propose
that paragraph 3 of the proposed Terms of Reference read as
follows (changes underlined):
"The NSCIC Working Group will support the
NSCIC and will facilitate NSC actions to: give
direction and guidance on national substantive
needs for intelligence; make recommendations for
improvements in the intelligence structure and
organization and in the system and arrangements
for ensuring that consumer needs are met effec-
tively; and provide for a continuing evaluation
of intelligence products from the viewpoint of
the intelligence consumer.11

Somewhere in the proposed Terms of Reference there should
be some provision for representatives of the other NSCIC com-
mittees (e.g., the Economic Intelligence Subcommittee) to be
represented during certain NSCIC discussions. This could be
handled by an appropriate iYisert in paragraph 4.e.
With reference to paragraph 5 provision should be made for
reviewing papers prepared o~ztside the Working Group which have
a bearing on its responsibility.
We support the changes proposed in Assistant Secretary
Ellsworth's memorandum of 1:3 June 1975.
