According to Mr. Tweedy, the DCI (Mr. Helms) asked him to chair the NSCIC Working Group following the 3 December 1971 meeting 25X1A9a of the NSCIC. Mr. Tweedy did not attend the 3 December NSCIC meeting due to a conflicting commitment and went with the DCI and took the notes. Mr. Tweedy's r as that this appointment took place very shortly after the 3 December meeting. He does not know whether Mr. Helms advised Mr. Kissinger of this, but if he did it was done informally as no record exists on paper that Mr. Kissinger was so advised. 25X1A9a 2. According to the composition of the NSCIC Working Group was deci a in working sessions with Mr. Tweedy, and the people were informed by telephone of this and of the date and place of the first meeting of the Working Group. 3. The only formal correspondence was from Mr. Helms to the Attorney General asking if he wished to send a representative to the first meeting of the Working Group (8 December 1971). The reply to the DCI was from Mr. Mardian who advised he would attend the 13 Dec meeting.
