SUBJECT: NSCIC Working Group Terms of Reference
1. Attached is a proposed memorandum for dispatch to
members of the NSCIC Working Group, and an accompanying redraft
of the Working Group Terms of Reference.
2. Also attached for your reference are copies of the
comments received from Al Hall, Ray Cline, Ed Proctor, Andy
Marshall and Admiral Weinel.
3. The amended paragraphs reflect the following:
Paragraph 2: As proposed by Ray Cline.
Paragraph 3: A compromise. It goes part of the
way proo_ose by Al Hall who would have eliminated the
producer representatives. It does not designate which
of the State representatives is actually the Under
Secretary's man, as proposed by Ray Cline. It makes
provision in paragraph 3.d. for inviting others to
attend when appropriate, without specifically naming
them as members, as Ed Proctor has suggested be done
for Commerce, Treasury, and perhaps the CIEP.
Paragraph 5.c.(2)-: As proposed by Andy Marshall.
Paragraph 6: This shortened version reflects Ed
Proctors concern that the original paragraph was overly
specific. Paragraph 6.c., by limiting decisions to
consensus among the "Principals" as defined in paragraph
3.a., goes far toward meeting the objective of Al Hall.
It also should answer Andy Marhsali's concern about some
better way of handling the decision-making process.
Paragraph 7: As proposed by Ray Cline.
