MEMORANDUM FOR: The Record
SUBJECT: State Reaction to Proposed Amended Terms
of Reference for NSCIC Working Group
1. Mr. Richard Curl telephoned today with the following
changes to the new Terms of Reference which were handed out at the
4 April meeting:
Paragraph 3.a.: change Under Secretary of State to
"Deputy Secretary of State."
Paragraph 5.d.: (the following changes are suggested)
"d. As appropriate, forward to the NSCIC Chairman
(The Assistant to the Pres dent for National Security Affairs)
or to the NSCIC Deputy Chairman (the Director of Central
Intelligence), as apprepo#ate; with recommendations for
apprepr4ate action, completed studies and reviews accomplished
under Working Group auspices which contain conclusions and
proposals considered by the Working Group as calling for
follow-on actions but not requiring consideration by the
full NSCIC or the issuance of guidance by the NSCIC: ; refer
papers not requiriinn NSCIC action directlyto-the ind vide
agenc eis or or niza~tions 4M ch the Working Grouts thinks
woul -end them useful-.
2. Mr. Curl advised that both Dr. Cline and Mr. Weiss
concurred In the proposed amended Terms of Reference for the
NSCIC Working Group with the above changes.
