Extract from Minutes of 4 April 1973 NSCIC Working Group meeting
"Agenda Item 4:
Since the Chairman's memorandum of 26 February had
proposed that the Group forward the study directly to the DCI for
implementing action, and General Seith in a memorandum of 14 March
had questioned whether this was within the Terms of Reference of
the group, the discussion began with consideration of a proposed
revision of the Terms of Reference submitted by the Chairman.
Several members requested additional time to consider
the revisions and respond by telephone."
