MEMORANDUM FOR: Members of the NSCIC Working Group
SUBJECT : Revised Terms of Reference
1. Attached is a draft revision of the terms of reference which
the Working Group drafted for itself last June. Changes are proposed
as follows:
a. Paragraph 3: Membership
Sub-paragraph a has been changed to indicate who will
appoint representatives rather than have the terms of reference
specifically name five chiefs of intelligence production offices
by title.
The new sub-paragraph b provides for flexibility in the
composition of the group.
b. Paragraph 5: Functions
Old sub-paragraphs c and d have been combined to
eliminate the wording that the Working Group would "initiate
for NSCIC approval proposals for studies, reviews," etc., since
it is considered the Working Group should be able to initiate
its own studies. Sub-paragraph b already provides the Working
Group will conduct such studies as the NSCIC directs.
A new sub-paragraph d has been added to provide greater
flexibility to the Working Group in actions it takes regarding
studies accomplished under its auspices which are not considered
to require formal NSCIC action.
c. Paragraph 6: Methods of Operation
Sub-paragraph c has been amended to eliminate the reference
to consensus "among the representatives of the NSCIC principals"
and to provide for a system of registering dissents.
d. Paragraph 7: Staff Support
