George Picke t, NSC; Mr. Richard Curl and Mr. Curtis Jones, State Department. Agenda Item 1: Minutes of the 13 June Meeting The minutes distributed on 19 June were approved without change. Mr. Marshall is to prepare the revision. Several members expressed admiration for the quality of the study presented for review and for the effort it represented. Also, several members voiced an interest in having the study briefed orally to ime b n r f , Agenda Item 2: India-Pakistan Crisis Study Contents of the study were discussed at length, with attention primarily focusing on consideration of the difficulties involved in handling the matter of "intentions", whether or not there should be further coordination within the intelligence community on materials going to the WSAG, how to avoid the clogging of communications channels to policy makers and still provide a full background, and, in particular, how better to highlight information which should be of special interest to top level officials of the government. I E:;-ti:'T F.ZMT ~ tL 0r, : S1FIC ION c rr ,~T S&V 6061 o o2a, ;~ = ; is Approved For Rele~se?000/09/03: rA-F~~ 4B00506R~000100020018-4 25X1A2g Agenda Item 3: Fol l oww-On Crisis Studies The Working (:Troup agreed to sponsor studies of the Arab-Israeli ceasefire (August 1970) and the Jordan/Fedayeen civil war (September 1970) as proposed by Mr. Marshall, who will be responsible for both studies Mr. Marshall will deal directly with the production agencies to determine whether the studies can be conducted simultaneously or sequentially. Both Dr. Hall and General Bennett expressed concern about sensitive operational aspects related to the proposed study. Mr. Marshall will develop terms of reference for such a study in consultation with CIA and DIA, prior to Working Group decision on sponsorship of this study. Agenda Item e: Other Production Studies Dr. Hall proposed a study of the "cruise missile" problem be made either under Working Group sponsorship or. under auspices of his own office. The study would be developed from the viewpoint of the intelligence consumer looking at what has been produced, how well these products have satisfied requirements placed on the intelligence community, what specific actions have resulted from information obtained from these products, and what results have been achieved from these actions. The Working Group decided to sponsor this study.. The study committee will be chaired by an ASD/I representative, with members from DDR&E, DIA, CIA, IMR/State, and Pkavy. Dr. Cline saki no need for further Working Group consideration of his proposal of 26 May for a study of Libya before and after the 1969 coup. Agenda Item 5: Other Business Evaluation of Intelligence Inputs to h'SSM-69: The Chairman noted that written comments from State, JCS J - CIA, and DTA had banp'rov,ded to Mr. Iitrshe1l w!10 said that work on reexamination o ,j she i;ss ;-09 study would begin 10 July, Outline for Production Studies: The Chairman distributed an IC/PRG "Draft Study Outline for Evaluation of U.S. Intelligence Production on a Selected Problem" for consideration by the Working Group members. (Discussion of this proposal at the 13 June meeting had resulted in decision not to sponsor a N3FR study.) No formal decision was made, but; reaction of most members was negative. The Chairman noted that the date of the next meeting probably will be dependent upon completion of the revised NSSM-69 study.
