I. You will recall that when and I discussed
with you the recent survey of current in nce reporting, you were
struck by the overwhelmingly military flavor of the product and
decided to seek Henry Kissinger`s guidance on the matter. I am attach-
ing a suggested memorandum, which Jack has prepared.
2. We.have attempted to keep the memorandum as short as
possible, without omitting sufficient background to give Kissinger a
grasp of the subject. If you approve this, I would recommend you also
send copies to all members of the NSCIC. I, in turn, would advise the
Working Gro-ip when we meet next Tuesday.
