Council Intelligence Committee SUBJECT : Membership of the NSCIC Working Group 1. Since the mission of the NSCIC is to "give direction and guidance on national substantive intelligence needs and provide for a continuing evaluation of intelligence products.from the viewpoint of the consumer," I propose that you approve a reorganization of the NSCIC Working Group which will limit its .membership to "users," other than myself as the DCI representative. 2. From its initial organization, the Working Group has included almost as many intelligence producers as users, and the heads of the production offices have tended to dominate the discussion at Working Group sessions. The State Department representation has included both a member of the Planning and Coordination Staff and the Director, INR. The Chairman of the Joint Chiefs of Staff has been represented both by the J-3, JCS. and the Director, DIA. The DCI representatives, in addition to me, have included the Deputy Director for Intelligence, the Deputy Director for Science and Technology, and the Director, Office of National Estimates (since abolished). 3. 1 suggest that you approve a restructuring of the Working Group to limit its.membership to one, or at most two representatives of each NSCIC principal, with each such. representative to come from an office which. uses rather, than produces intelligence. 4. I recognize. that some matters which come before the Working Group will require inputs.from the Intelligence Community. In such cases it will be my responsibility as the Working Group Chairman to obtain the necessary inputs, either from the USIB or from an ad hoc committee (which.
