In discussions with Andy Marshall on 5 July, I broached the problem of getting a Deputy Chairman so that business could be conducted by NSCIC without having to corral Henry Kissinger. I suggested, however, that consideration should be given to making that deputy someone other than the DCI. The concept of the NSCIC is to provide a stronger user's voice in the production of intelligence. It, therefore, seems more fitting that the deputy be one of the users. Practically speaking, that would be either Rush or Clements. 2. Of course, this concept carries into the Working Group. I recom- mended to Andy that he become Chairman of that Group. He stated that this had been the original concept but that Kissinger had worried about the impression which might ensue that he was trying to personally take over the Intelligence Community. He therefore suggested that the DCI name the Work- ing Group Chairman. For my part, I find it awkward to chair a working group that should be concerned. with user guidance as an intelligence functionary. I think it would be a lot easier on the IC Staff if Marshall were the Chairman. I should be the member representing the Community and the onlyAmember. Marshall could call together intelligence repre- sentatives (me, CIA types, DIP, types, INR types, etc. and perhaps the chairman of the appropriate USIB committee) to pass on their comment on matters before the Working Grcup. 3. I recommend that you broach these ideas to Mr. Colby at an early opportunity. I think both ideas are important to getting NSCIC apparatus to working the way it is intended to. Dani' e .
